OK I'll tell Gordon to set up Offwatch, an organisation to watch and monitor
that watchdogs are doing things correctly, in the morning.
I have a theory about Quangos, they are a fairly harmless way of keeping
people who you do not want cocking things up busy.

Yes...except that after a while they forget their original remit,get to
big for themselves and actually become a threat to the system rather
than a guardian of it.
