An air mail letter from Thailand has taken 19 days to arrive. A
bar-code like thing on the front of it has been obliterated with a black
felt-tip pen and a white strip of paper has been stuck on the back with
a bar-code like thing on it.

Two questions:

(i) Is 19 days a long time?

(ii) What's with the bar codes?

I can answer (i): it's yes.

Also (question number three of two) what are those bar-code like things
called?
